Pennington had been pitching in the Rangers' complex before moving on, and his appearance with the Baltimore branch was shocking.
Now that he has cleared the saves, O can keep Pennington in Norfolk without taking him to the 40-man squad. Obviously, he needs better control than he has shown in his limited work so far, but if he can find the form from last year, he will be a solid depth. In the first 18 innings of last season, he recorded 3.00 points with 17 punches and 11 walks.
