Is the lack of a quote sheet a fault for ownership?

Minnesota Outdoor and RFA Marco Rossi Don’t Talk

Joe Smith and Michael Russo: League sources said there has been no conversations with Marco Rossi’s camp in the Minnesota since early June. General Manager Bill Guerin said they wanted to re-sign the RFA forward. This may drag into the beginning of the bootcamp.
